Yup. Get out an old blanket or pillow, and crawl upside-down into
the passenger footwell. There's a double trap door deal, which is
supposed to be connected via spring to a vacuum actuator. Check the
mount for the arm that the spring attaches to, the spring, and the
actuator(turn on the car, flip through different modes and
temperature extremes, the flap should move.)
If all appears well, unplug the actuator and test with a hand vacuum
pump...but the most common failure is the plastic arm or the spring.
A common problem on all type 44 cars.
