[200q20v] radiator fan

i seem to be having that mysterious radiator fan problem where it switches
on at weird times even when the engine is cold. several days ago, i went to
start my car in morning and the fan (after-run) was going. Some days if i
start up the car and run only for a few minutes and then shut the off the
engine, the after-run fan will come on and not go off which eventually
drains the battery. I think i've traced the problem to a circuit breaker in
the box under the hood. There was some clicking coming from fuse  marked
"214" (part#443 951 253K). Once i removed it the fan would switch off and
the clicking stopped. Any BTDT's?
