[200q20v] FW: Traffic Tickets

We'll see if this works.  I overpaid my last ticket.  The DMV has cashed it
in July, but I have not received any refund check for the difference.  

I would be very surprised if this works.  If anything, it will probably work
against me.  I bet it stays in limbo for a few years and then points shows
up when I really don't want them.
