[200q20v] what's the BUZZ all about?

Started up my 91 200 20v this morning and heard a buzz coming from what
seemed to be the passenger side of the dashboard.  Thinking it might be a
bearing going on the blower motor, I turned off the climate control but the
buzz remained.  I turned off the car and the buzz went away.  I started the
car again and the buzz returned.  Started driving to work and buzz did not
get any worse, just stayed constant.

At lunch, I had some errands to run so I jumped in car, started it up and
the buzz was still there.  Still trying to figure it out, I stopped the
engine and then turned on the ignition without cranking the engine, no buzz.
Without the buzz present, I started up the engine.  And still there was no
buzz.  When I got back to work (still no buzz) I killed the engine, let it
sit for a minute or two and then started it up (without a delay after the
ignition was turned on) and the buzz returned.

Any ideas of what this may be?
