[200q20v] lower wastegate hose?

What happens when the lower wastegate hose is, er, lets say pinched off by a pair of Visegrips.
I can only get a max. of 12-14 psi. of boost on my tap chipped car using a analog gauge. I have gone over this car with a fine tooth comb, to no avail.
I called Tap, norm should be around 19psi.
At first I chalked my problem up to the turbo- makes a loud metalic spinning sound only while spinning up and winding down, bad bushing on the exhaust side?-
However when the lower waste gate hose is pinched off, it freely boosts to 23-25 psi with no problems.
Turbo still sounds the same, a little louder, but its running a lot stronger.
So what gives when plugging off the hose? Is this Overboost? Bad frequency valve?
I ordered the rs2 manifold from Blau today and will bolt on a k26 I have from one of my 10v cars.
The outlet looks to be a little off, is it just a matter of undoing  the bolts-nuts and rotating the housing. Is it a bolt on deal?
Still looking for upgrade options for the k24.
Any help, advice ?
