I think I will start with checking the voltage at the battery (its the
easiest).
I figure I can swap out a known working voltage regulator, the GTI has the
same one.

I do not know that much about the inner workings of the alternator to know
what else could be wrong.  IME unless the bearing is bad, changing out the
brushes and regulator has always worked for alternator problems. Hmmm..

Maybe it is related to the dash light controllers as was mentioned.  I will
probably go there if these checks do not turn up anything.
