Who, please? Names. If the tuner is reputable, I'm sure they won't

"1.4bar"? Stock max pressure on the 3B is 1.8. With the chip I
have(IA III+), its over 2 bar. 1.4bar won't even get you 217hp, much
less 282. Ah...i see...you're actually meaning 2.4bar. All Audi
displays measure boost absolute; please refer to pressures in
absolute terms, not relative to atmospheric.
As for the stiffer wastegate spring, it should be removed
immediately. It is completely unnecessary on the 3B with a proper
ECU, and dangerous to the health of the engine should you get a load
of bad gas or should something malfunction.

Complete garbage. Cone filters do not provide smooth enough airflow
for the MAF sensor, and K&N elements do not provide sufficient
filtering.

You've been had. Those kind of figures are -impossible- on flat
terrain at the speeds you listed(hell, they're impossible at any
speed.) There are three possibilities:
a)There's a signal from the ECU->trip computer that the trip computer
uses to calculate fuel economy. That signal has been tampered with
intentionally or is the result of poor ECU programming on the part of
this expert tuner.
b)your friend's dash is set for the wrong country code and the units
are not what you think
c)the mileage shown to you was biased by grade level or a recent
reset of the trip computer. Approaching a local hill, if I reset the
trip computer near the top, go down, go back up a slightly smaller
hill and coast to a stop at the light, the trip computer will read
something along what you described. I also get much better gas
mileage coming back from trips to upstate NY(where my elevation
drops) than I do going the reverse. True mileage on a trip is show
by calculations that involve -both- directions of the trip.
I'm not exactly sure how the 3B decides on what to send to the
dash, but I have a feeling it is probably based off a calculation of
how much fuel is being dispensed(if the ECU knows how much air is
coming in, and that the O2 sensor says everything is happy, the ECU
is going to know exactly how much fuel the engine used, regardless of
injector pulse width, which isn't reliable because of the fuel
pressure regulator.) When problems arise with the O2 sensor, or you
get intake leaks etc, this is probably where mileage indicated starts
to vary from what you're actually getting.
In normal non-highway driving, my 200q20v averages about 17mpg, I
believe...and 21-24mpg on the highway depending upon average speed,
indicated via trip computer. I haven't had the forethought to
actually record my mileage and work it out. I once, out of
curiosity, reset the trip computer and punched the throttle. The
trip computer showed about 5mpg when I lifted off the throttle.
If it was not case C, have your friend first verify his
speedometer/odometer are working properly by driving a measured mile
or more(or borrow a GPS unit from someone, and drive about 10 miles);
also verify the switch on the back of the board is in the correct
position for your country and units system. Then, have him fill the
tank to full some time, note mileage on the odometer, and reset all
trip computer functions(average MPG, trip time, etc.)
When the tank is significantly low(1/4 or less; if you go higher,
variances in when the gas pump shuts off will affect the calculation
to a greater degree), mileage should be noted at the filling station
along with how much gas goes into the tank to fill it to full. Work
out the mileage.
$50 says it is around 18mpg-24mpg depending upon what roads your friend drives.
Oh...also, if this is a Coupe, not a '90 200q20v(you are in Europe,
yes?) then mileage will be even worse than above; the UrQ has
inferior aerodynamics at speed than the type 44. Phil Payne has
commented on this; among other things, it means a chipped type 44
will outpace a stock UrQ above normal highway speeds.
If the tuner is claiming the mileage you listed above, then I suspect
the authorities in your country would probably be very interested.
Here in the US, it is called fraud.
