this problem is usually traced back to a bad connection on the back of the cluster, whether it be bad solder connections, or a dirty jumper connection on the board.  I had similar problems and was able to cure them by removing the cluster and cleaning the connectors with connection cleaner, some have had luck with resoldering bad connections.
