[200q20v] RUST!?!?!

The area right behind the front wheel well gets a lot of stone impacts, etc. and over time, the paint flakes off.  Might have some surface rust, but shouldn't be pitted etc.  They all do this in New England; peel back the loose rubbery paint, and repaint it (good for another 10 years).

Is this something other owners have encountered? Granted, I live in New 
England, and we get our share of salt on the roads, but I am shocked 
nonetheless. I do have a vehicle history on the car. Bought at the Audi 
dealer in Manhatten, she spent some time in Houston, before eventually 
returning to Connecticut.
