With the right amount of determination anything can be removed. Often a 
good rap with a hammer will loosen things up before the wrench even gets 
near it. There have been discussions on the S-car list of all the 
penetrating oils to help in these situations. I think the product I use is 
called Zap. If the head of the bolt is still intact and you can get a pair 
of large vise grips on it, that may be one method of removal. The more 
proper approach, of course, is to drill out the bolt and extract it with a 
bolt extractor. In either case, use the penetrating oil beforehand and let 
it soak in for a few hours or overnight. If that doesn't work drill it and 
tap it for the proper size. Sometimes it is necessary to go up a size when 
tapping if the original hole is stripped.
