No, but P21S is IMHO one of the best and easiest to use wheel cleaners.
The key is that it is non-corrosive, so it is much easier on the wheels
than the really strong nasty stuff.

As for easy to clean, I think the Oettinger type REs that are sitting in
my parents' garage are some of the easiest to clean- smooth 5 spoke design
that allows you to get behind the spokes with relative easy and not many
nooks and crannies for dust to stubbornly remain behind.
