The acid test for this is whether the voltage dips when the
key is turned.  If not, there's a continuity problem in the high-current
parts of the starter circuit(battery->solenoid, solenoid->starter etc.)

If the voltage dropped, then it could either be a dead battery, or
corroded terminals.  Corroded terminals manifest themselves as a battery
that shows a normal charge but there's no juice for the starter(however
parking lights, radio, etc all work fine; the high-current draw causes a 
massive voltage drop for even a small resistance, but low-current
devices see almost normal voltage levels.)
