I guess I'll appologize ahead of time before I encounter you on the road.
I'm one of those "discourteous aleged 'drivers'" that leaves his fog lights
on all the time. My S4 with stock DOT lights benifits significantly from
the additional light output the fogs provide. They're adjusted properly,
IE: their beam cutoff is below the low beam's cutoff, but they still provide
significant illumination in front of and to the side of the car. It seems
like a lot of fog light owners adjust their fogs as far up and out as
possible, effective aiming them directly into the oncoming driver's eyes.
This also completely defests the purpose of the fogs.
