The bomb contains enough fluid so that, when discharged, it can actually
overflow the reservoir if you keep it full at the MAX line.  Maybe this is
what happened?

I keep my reservoir at half way between the min+max lines and I can
fully discharge the bomb and end up with fluid at the top of the container.
