Rubber hose to the turbo? No, it's probably to the _wastegate_. There's a
thick rubber hose of about that size running from the lower section  of the
wastegate to the wastegate frequency valve. Connecting it should make a
difference, unless the frequency valve itself is kaput (technical German
term), which is common in 100 kmile cars. In that case the boost is limited
to only about 1.4 bar.
