Adam,
	You just have a bad gauge...don't worry, about 50% of the digital gauges
out there are bad to some extent.  Yes, you are right, if you just turn the
ignition on without the engine on you should get atmospheric pressure, which
should read between 0.8 and 1.0 bar, depnding on where you live.
