Nothing is wrong; the WGFV is fail-safe.  No power means the 
wastegate is fully open; it takes cycling to close it and hence raise 
boost.  The turbo will still develop a minimum amount of boost with 
the WGFV off; I believe on stock 200q20v's, its about 1.3 bar(one of 
the classic signs of either WGFV failure, multifunction temperature 
sensor failure, or an actual overheat problem.)
