I would make my call quite simply at fuel pressure drop.  If the line 
doesn't hold pressure between running and restarting, you'll need to rebuild 
the pressure before the system will operate correctly.  That's what your 
fuel pressure accumulator is designed to do; help keep pressure up while not 
running.

Similar situation as to when you replace your fuel filter, or remove and 
replace any component of the fuel system.

Never even thought of vapor pressure, but my guess is that the vapor 
pressure is negligable at the given temperature as compared to the system 
operating pressure.

I think your recent hard start episodes are behind you...

Hmmm, fuel leaks--> pressure drops--> vapor bubbles are formed, etc?
