[200q20v] Dash Lights

Once in awhile, the lights on the dash will turn on when you start the car
(1991 200q wagon).  Both blinker lights, the high beam light, the brake
light, and some others.  The outside blinkers aren't actually lit up, just
the dash lights inside.  Same for the high beams, etc.

Any thoughts, suggestions?...  Signs that the dash cluster needs to be
resoldered?

Funny - seems to happen only when my wife is driving...
