Absolutely not.  The rotors are well under $250 each, and it should
take about half an hour for a professional mechanic to change them
both.

You remove the wheel, undo the metal retaining clip, unscrew the
torx-head setscrew, and pull the rotor off.  Remove inside pad, press
the piston into the caliper, install the new inside pad, put the new
rotor on, slide new outside pad in, reinstall the clip and the set
screw

   Add in another half an hour for a full brake bleed.

Pads are $100 for a set at most.  There's no way in hell it costs
$400 in labor to do the job.

Our cars don't belong at the dealer- you'd be lucky if they even had
the repair manual.

FYI, it takes about 4-5 OR MORE sets of rotors before BIRA becomes
cost effective- no other options are cost effective for the life of
the car except putting G60's back on.
