I seem to recall that Mitsubishi did recall much earlier than 1999. Maybe
1997/8. I don't think I had my car very long when I first heard about this
and I bought it in June'96.  I am also pretty sure my wife's 91 Caprice with
Bose in it has the same damn rear speakers - and they are not functioning.
