Now this is along my own thinking. Either that the cats are clogged or
that perhaps a knock sensor is bad and not throwing a code.
I clearly see two problems:

1) boost is cut back under throttle and swings noticably (with the
analog gauge). There is also some surging during acceleration.
2) the 12psi boost reading does not always equate to more power felt in
the seat of the pants. Sometimes I feel more of a surge in power when
letting off the throttle after having been at the 12psi reading.

What's the easiest way to test the cats? Temp readings before and
after, or a flow test of some sort? I guess I could try a local muffler
shop.

Are the 200 cats known to go bad on a regular basis?
