Is that the stage 3 (hurricane-mode, almost overheated, get some air moving 
NOW) fan kicking in, or the normal everyday sitting-in-traffic cooling-off 
stage 2? The idle on mine drops a bit when stage 2 first comes on, but I 
don't think it goes down all the way to 400rpm...and I can't really tell 
when stage 1 (running the A/C) fan starts unless it is 
stage-1-as-afterrun-engine-off. I would imagine that stage 3 startup might 
drop the idle more than stage 2 startup, but I don't think mine has ever 
gone to stage 3.

I'm sure there are diagnostics in the Bentley or at 
http://www.sjmautotechnik.com if you want to check your fan thermoswitch to 
see if you are getting stage 2 or stage 3...perhaps
