Boost cutout

Has this always occured or just recently.  Anything over ~14 lbs boost will
cause the ECU to cut off the fuel in stock form.  Or has someone done the
adjustable wastegate mod?

I have a 1991 200 20V and I have a problem with it.
The boost goes up to 15 psi, then the ECU cuts off the
fuel. The car is 100% stock, with no chips or boost
upgrades. The only thing it has is a high flow air
filter............ Anyone?
