Installing rear child seat tethers in a 200 wagon

Page 69-26 shows the parts you need (nut, bolt, tether strap), and they
are still available at the dealer, but my 200 lacks the mounting bracket
shown in the picture.

Underneath the cargo floor I have three identical perforated cutouts
where presumably the brackets would be, but I don't see what one would
do, other than cutting those out and welding in a bracket.

Has anyone figured out how to do this in a 200?  Canadian listers, you
guys have had this for years, right?  I could fudge something, but not
when my kids' safety is at stake.
