Avant roof rails

I need advice.

I've decided that the best way to deal with my peeling
chrome roof rails is to have them stripped, then powder
coated black. (Cool, huh?) Only trouble is, New England
Chrome does not know how to deal with the plastic sleeves (
looks like electricians tape) at the front and rear of each
rail where they seem to attach or thread to the front and
rear roof mount. It stands to reason that they would,
otherwise the sliding center support would have no way of
being removed from the rest of the roof rail assembly.

Can any one advise me how to separate the rails from the
supports? Do they need to be heated?? Are the black plastic
sleeves parts that can be ordered??
