I recently had the same problem on my '91.  One way to tell if it is in the
sensors or somewhere else like the switch is that if you start the car up
and don't move does it come on before you move?  If so then it is not
related to the sensors.  My problem turned out to be that the ABS relay
itself was not getting a good ground through the ignition switch.  If it
comes on after the car moves then it is related to the sensors.  I recently
had a similar problem to this on my '89 and it was caused by the fact that
the sensors were about 0.1 to 0.2 inches away from being fully seated so the
gear teeth that cause the sensor to pick up the wheel motion were too far
away.  The signal level is supposed to be about 4-6 volts and it was only
0.5 on my worst wheel.  A few minutes with a hammer on each sensor and
everything was fixed.
