intermittent wiper setting

Driving last night in the rain, I set the wiper control stalk to the
intermittent setting and they didn't move.  By setting the control to low
speed first, and then setting the control back down to intermittent, they
moved intermittently.  [if it matters, I don't have that variable
intermittent set-up previously discussed on the list]  This is certainly
something I can live with, but does anyone else have this problem?
Suggestions?

Also seems the driver side washer jet is shot - sources?
