Alt & Starter Problems

My alt belt has been loose for a long time now.
Finally today I replaced it with a new one, but new problem.
Now my voltage rises up to 15.9v.
Another problem i have is, my starter.
It clicks but no start, sounds like when you have a dead batt., but i dont.
I looked under real quick and only saw that the blue wire looks very bad corroded, but I thought that was just to hit the solenoid, maybe im wrong

Any I deas?
