Spouting out Warnings

Hi all-

Why the hell would the "warning fountain" light come on every time I turn
the key. I don't even need to start the engine. It will stay on until I push
the reset button. Fluid levels are all fine.....

Also, the high beams now flash when I signal left. Is this an issue I can
fix, or am I doomed to replace the turn signal asssembly???
