My understanding is that when that wastegate hose is clamped off, the only
thing holding the WG closed is the spring pressure. You should hit overboost
very fast as you say you did in the 10v. I can think of only two
possibilites - a torn diaphram or the WG valve not fully closing/seating.The
WG is pretty easy to remove and disassemble.
