Rob,
Personally, I would head straight for the pressure regulator.  Why it
wouldn't run with the fuse and relay... because with the regulator stuck,
fuel is being put into the system in huge quantities, resulting in a flooded
situation = no start.  Unplug the fuel pump, no additional fuel... it starts.
 The same symptoms are common for an open failed cold start injector in CIS
systems.

If you are lacking the gauge required to test fuel pressure, try simply
swapping the regulator.  I bet it'll solve your problem.
