Instrument Lighting gone Crazy

Suggestions with regard to IC are also good.  I also did the soldering fix
(without additional wiring on my mother's 100 only to find the Speedo
bouncy.  Fixed by cleaning and either slightly expanding or closing the
jumper contact pins to afford better contact.
