Scott:
Sure sounds like the ground problelm, with some
other issues thrown in as well. I would fix the
ground and see what happens.

While you have the dash PC board out, resolder
everything and put some some Stabilant22 on
the connectors. That should fix all known dash
PC board problems, and then you can look elsewhere.
