Stage 1 fan not engaging

Sorry, this is not for my 200q20v, but for my mother's type 44 1991 100
Automatic.

I was sure it was the Fan resistor block, but after I finally got it out and
tested it and compared my ohmmeter readings with a brand new one, found that
not to be the case.  Since I know more than a few of us have (or had) other
Audis, I was hoping someone may have a suggestion or answer.  Symptom:  When
you turn on the A/C the stage 1 fan does not come on.
