boost flutter?

Mine exhibits the same general traits... up to 15 psi (Autometer guage)
quickly, holds steady for a second or two, then up to 18-20.  I don't get any
flutter, but it still seems odd the way it increases in steps.  Sometimes in
second gear it will rapidly spike to 22psi, then fall back as rpm increase.
My wastegate screw is turned in about 5 turns.
