Rad fan question

Question re my 200 Avant.  Now that temperatures are moderating, I've
noticed my car runnining about 1 temp hash mark above 1/2.  I thought this
was odd as it has been in 80+F degree temps and run cooler.
My rad fan does nopt seem to be working with the car running.
The after run fans turns on immediately when the key is turned off.
When the ignition is turned back on, it stops.
All underhood relays for rad fan (step 1 & 2) are functioning properly.
Ideas why it won't, or has stopped working, with engine/ignition on?
