WOT potentiometer measurements

I'm checking some of the electrical components in the boost-control
system that could be related to the  power/boost loss I described
recently. One such item is the WOT potentiometer. When measuring the
closed-throttle resistances between terminals in the WOT connector, I
get values that are essentially identical to ones I recorded several
years ago, and they are within the specs stated by Bentley.

However I've never been sure how to interpret the resistance that is
specified (between terminals 2 & 3) for when the throttle is opened
fully. Bentley states that when the throttle is slowly opened wide,
that "resistance must increase to a maximum of 3600 ohms."

Well, I see a smoothly increasing resistance as I open the throttle,
but the value has never (over several years) gone higher than 2815
ohms (for fully open). The potentiometer's idle adjustment seems OK,
and Bentley recommends adjusting the potentiometer only to meet the
specification for idle operation. In any case, the potentiometer
appears to be at the extreme end of its adjustment range--where it
should be, according to the diagram showing correct adjustment.

So, what does the Bentley's statement (i.e., "resistance must
increase to a maximum of 3600 ohms.") really  mean?
(1) The resistance increases to some (any?) value that is not more
than 3600 ohms?
  or
(2) Resistance must actually reach a value of 3600 ohms (and no higher)?

I've been assuming it's (1).

Anyone have authoritative info about whether (or not) a value of 2800
ohm is OK?
