Brian,

With new shocks installed thru the tower, I'd first check the shock
retaining nut on the top of the strut tube.  You may have to remove the
strut to tighten it sufficiently.

Next likely, it could be the upper strut thrust bearing, also requiring
strut removal to get at.  See my Wheel Bearing Postmortum of a year or so
ago.

If there is steering loosness or a steeriang clunk coming from the center of
the car. check tie rod ends, bolts to rack, and rack clearance adjustment.
