Sticky E-brake lever on Caliper

  Rear Caliper Problem:
Is it strictly new caliper time if the lever for the
e-brake cable (on the caliper) is sticky and fails to
return??  I'm talking about with no cable attached.  I
think I know the answer from working on my A2 Golf,
but I'll ask it anyway.
