The unfortunate part is that this is not an uncommon practice for some shops.
 Shop people take a look at a small investment fix, describe a "no-win"
situation to a customer of likely limited resources, and end up with the
vehicle at a scrap out price.  I'd love to have the opportunity to visit with
this shop manager myself... and just for fun, have him work on a task by task
basis through this issue.  By the end, it would be clear to all involved that
they were either incredibly stupid, or attempting to rip off a potential
victim.
