Gauge reading full boost, yet there is now power

Does anyone have any clue about this situation... the
car has a TAP chip and has been running fine, slowly
over the past few weeks it just isnt fast anymore, the
boost appears to build up normally but then there is
nothing.  It runs and drives fine, no overheating or
anything, it just dosent have any power.  Does anyone
have any clue about this? I just put on new samco
hoses and the turbo only has 20k since rebuild.
