13V actually at the bat, or at the jump terminal? Big diff! The jump
terminal is fed directly from the starter terminal and the alternator, so
would show true alt output voltage. The line back to the battery I
understand (no BTDT) is spliced somewhere in its length and this joint can
cause a high resistance voltage drop to the battery. Search the archives as
to where this splice is located, it's been discussed here before.
