Fuel Gauge - VW1301 Tool

I broke out the Bentley and looked up their procedures for testing and
setting the gauge.  They talk about using a VW1301 tool plugged in
instead of the float/sender in the tank.

I've never seen a VW1301, but it sounds like a big variable resistor.
 Does anyone on the forum know how to translate vw1301 settings to
standard ohms?  Are they the same? Is there a formula for converting one
to another?
