No more so than will a missing or torn boot on a shock cause piston rod
damage.
These seals employ a rod scraper ahead of the seal, as does any good
hydraulic cylinder
exposed to the enviroment. A grasp at insignificant straws, IMO.

A torn boot is an indirect cause of rack leaks. A torn boot allows grit and
grime to accumulate on the rod. That dirt causes wear and tear of the seal
and scratches the rod.
