I believe the panel is reinforced with metal to act as a firewall, to protect
the driver's legs in the event of the all to frequent Audi wiring harness
fire.  Burning leg tissue can lead to inadvertent stomping of the accelerator
pedal by the driver, which at one time was known as "unintended
acceleration."
