The only reason to adjust the ebrake at the handle is if you are installing
new cables.  Otherwise the most likely culprit is bad cam return on the rear
caliper or sticking cables do to corrosion

If the ebrake mechanism is sticky at the caliper, work it back and forth with
some lube or rustoff, and it should adjust and take up the slack.  Better
yet, pull the calipers and rebuild them.
