The after-run pump/fan operation is dependant upon underhood temperature, I
believe.  I rarely hear mine operate unless I've shut down the engine when
it's hot enough for the fan to be operating anyway and the ambient
temperature is well above 70 degrees (F).  I've never had come on with the
hood open unless it was like 90 out.
