Loss of boost

My '90 200 turbo developed a whooshing sound related to engine load. I
had just diagnosed it as a split lower turbo to intercooler hose. At
that moment the car suddenly lost all boost; nothing above .7 bar. I
have just replaced the split hose, and thoroughly checked out all
other hoses, and the boost still won't go above .7. 

When we got the car a few months ago the wastegate diaphram was shot,
so that is new, along with the cold start valve and a few other usual
bits, but this loss of boost is a new development.  Wot the
hell????????
