No boost - Wastegate Frequency Valve.....

My '90 200 turbo has lost its boost. All hoses are new or known good,
but the beast will not show a boost above .7. Performance is lousy to
horrible, and the car can barely make it up the driveway. After
delving into Bentley, I suspect the Wastegate frequency valve is bad
(The diaphram is new). Any sage council?
